يتساءل الكثير من الأشخاص عن كيف يتم اختيار أعضاء مجلس الشيوخ 2025 المعينين، حيث يصدر خلال ساعات قرارا بتعيين 100 عضوا في مجلس الشيوخ وفقا لنصوص الدستور والقانون، وذلك لاستكمال شكل مجلس الشيوخ الذى يتكون من 300 عضو منهم 200 منتخبين و100 معينين.

2- ألا يعين عددا من الأشخاص ذوي الانتماء الحزبي الواحد يؤدي إلى تغيير الأكثرية النيابية في المجلس.
3- ألا يعين أحد أعضاء الحزب الذي كان ينتمي إليه الرئيس قبل أن يتولى مهام منصبه.
4- ألا يعين شخصا خاض انتخابات مجلس الشيوخ في الفصل التشريعي ذاته وخسرها.
5- أن تخصص 10% من المقاعد على الأقل للمرأة.
وينص قانون مجلس الشيوع على أن ينشر قرار تعيين أعضاء مجلس الشيوخ في الجريدة الرسمية، ويكون للأعضاء المعينين ذات الحقوق وعليهم ذات الواجبات المقررة للأعضاء المنتخبين بالمجلس.
وفى حالة خلو مكان أحد الأعضاء المعينين قبل انتهاء مدة عضويته بستة أشهر على الأقل عين رئيس الجمهورية من يحل محله خلال ستين يوما على الأكثر من تاريخ تقرير مجلس الشيوخ خلو المكان، وتكون مدة العضو الجديد استكمالا لمدة عضوية سلفه.
الجدير بالذكر أنه من المعتاد اختيار أعضاء مجلس الشيوخ المعينين من الكفاءات وأصحاب الخبرات في مجالات عدة لزيادة الاسهامات في القوانين التي تناقش بداخل المجلس مثل أساتذة الجامعات والسياسيين والإعلاميين والفنانين وأعضاء النقابات ورؤساء مجالس الجهات الحكومية.
